Besides, it does not appear to be a fuel source in this case, but much rather a 'blood substitute'...meaning it transports the energy instead of supplying it.
As for the dinosaur...now, I am of course not sure, but something akin to a dinosaur appeared waaay back...it was the first monster Hero slayed.
Though I think they called it 'a stupid looking dragon', but since the myth of dragons was inspired by early findings of dinosaur bones...

So neither there being oil nor it not floating normally are issues for me. The enchantment here is one of convenience, and I don't just mean for writing.
We've an underwater city where things behave as if it was an above water city because that would be convenient, if you could enchant such a thing. Certain things - most likely beings that can "will it" - are able to interact with the enchantment, temporarily suppressing it when regular underwater interactions are more useful. Certain minor things sometimes behave normally underwater, hiccups in the process. Or maybe it affects solids and liquids but not gasses...
...I mean, that's off the top of my head; I'm in a hurry and while I was stubborn enough to comment, I'm not able to justify re-reading the last however many chapters to check. XD
