Other than their fish-based names, something that some humans also share, do we have confirmation that this new (to us and the party) species is not mammalian? Even ignoring the more eye catching stuff - like eyebrows - the way they are drawn their skin could be similar to amphibians or fish or aquatic mammals. If it is that last one then... well... mammary glands would be appropriate, as would the eyebrows.. ;)

In all fairness, human females are one of only a handful of species that have permanent mammary glands. Most other species just have the boobs come and go as needed.
So in this case it's likely that they've got some human in them.
I'm gonna use the same defense here that I did for the Zoras in the Zelda franchise, the more human like appearance could be a product of sexual selection, even if they don't have functioning mammaries if boobs help them attract mates they'd still be selected for, it's more practical than a giant feather train or obnoxiously bright colors that make it impossible to camouflage.
